NOTIFICATION

ON THE

APPLICATION FOR PERMISSION TO USE FOREIGN LABOUR (FOREIGN QUOTA) IN 2025

The Ministry of Labour and Vocational Training would like to inform all owners or directors of enterprises within the scope of Cambodia Labour Law that, in order to be able to use foreign labour in 2025, the owners or directors of enterprises must apply for the permission to use foreign labour (Foreign Quota) through The Foreign Workers Centralized Management System (FWCMS) at www.fwcms.mlvt.gov.kh between September 1 and November 30, 2024. Enterprises that are established after the mentioned date and require the employment of foreign labour shall apply for it after the enterprise commence its operations.

Failure to apply for the use of foreign labour (Foreign Quota) by the above deadline, the owners or directors of enterprises of Enterprises that use foreign labour will be immediately fined by the Labour Inspector.

The owners or directors of enterprises who use foreign labour without a permission letter to use foreign labour (Foreign Quota) are judged to have violated the provisions of the Labour Law, which shall be punishable under Chapter 16 of the Labour Law.

The Ministry of Labour and Vocational Training sincerely hopes that all owners or directors of enterprises would affectively comply with this notice.
